Most ineffectual post World War II Prime Ministers, my top three:

Alec Douglas Home
Gordon Brown
James Callaghan

This is an opportunity to be non-political. Would agree with Churchill's post-war term of office, strange that he was still Tory leader by then. I have a strong dislike of Edward Heath, but ineffectual? He got us into the EU (albeit a disastrous move).

Churchill was a dreadful peace time PM.
Alice Doubtless-whom
Gordon Brown.

Certainly don't agree with putting Jim Callaghan in the list.

The Unions played him like a puppet on a string.

John Major, the only effect he had was increasing Edwina's quim juice level.

Churchill, peace time.

Gordon Brown.

.

They were his weak spot. He was first and foremost a traditional Union man.
