It'll never get approved. The financial consequences of getting it wrong would be too dramatic. It might very well be a case that it allows for treatments to be utilized prior to final approval stage (ie access to experimental medicine) prior to completion of FDA Approval (as was the case with potential ebola treatment) or where the drug in question is already 'very well established' (for example new antibiotics etc). But generally Pharmaceutical companies would be opening themselves up to potentially massive class action law suits if they did this across the board.

Approval or not this is for the USA and the massive barriers erected in Europe and still more in the UK before drugs are approved means there is no chance of even the best of these dodgy products reaching our chemists.
